Celebrating the Legacy of Maurice K. Goddard: The Patriarch of Pennsylvania State Parks

Maurice K. Goddard, often revered as the godfather of Pennsylvania’s park system, left an indelible mark on the state’s natural landscape. Serving under five Pennsylvania governors as Secretary of Forests and Waters and as the founding Secretary of the Department of Environmental Resources, Goddard’s legacy is a testament to his unwavering dedication to conservation and public service.

A Visionary Leader

Goddard’s vision was simple yet profound: to create a state park within 25 miles of every Pennsylvania resident. This ambitious goal drove his tireless efforts and unwavering commitment to environmental stewardship. His tenure, spanning from 1955 to 1979, saw the addition of 45 parks and 130,000 acres of parkland, bringing national recognition to Pennsylvania’s state park system.

In the WITF documentary, “The Life of Maurice Goddard,” former Governor George Leader praised Goddard’s foresight and dedication. “He had the vision to look ahead, to dream ahead, and see where this commonwealth was going to go,” Leader said. “Maybe it was the fact that his father was a minister and he learned about eternal values and compassion and love and understanding. But, he certainly had it in his mind and in his heart and in his soul.”

Dedication and Professionalism

Goddard’s no-nonsense, blunt style was matched by his commitment to professionalism and civil service. His approach to water management on a watershed scale and his dedication to securing funding for natural resource conservation set new standards in environmental policy. He was instrumental in the creation of the Oil and Gas Fund and spearheaded bond initiatives such as Project 70 and Project 500, which provided dedicated funding for conservation efforts.

National Influence

Goddard’s influence extended beyond Pennsylvania, impacting national conservation policy. His work earned him the respect and admiration of conservationists nationwide, cementing his status as a pioneering figure in environmental stewardship.

A Lasting Legacy

Maurice Goddard passed away in 1995 at the age of 83, leaving behind a legacy that continues to inspire. Today, only six of Pennsylvania’s 67 counties are without a state park, a testament to Goddard’s vision and relentless efforts. His belief in the importance of accessible green spaces for all Pennsylvanians has left an enduring impact on the state’s landscape and its residents’ quality of life.

As we reflect on the life and achievements of Maurice K. Goddard, we are reminded of the importance of visionary leadership in preserving our natural resources. His dedication serves as a guiding light for future generations committed to conservation and environmental stewardship.
