The Tri-County Rails to Trails Association was established in 1992 by a dedicated group of local citizens who recognized the potential in transforming an abandoned railroad right-of-way through Elk and Jefferson Counties into a community asset. Their vision gave rise to the scenic Clarion–Little Toby Rail Trail, which follows the route of the former Ridgway and Clearfield branch of the Pennsylvania Railroad, winding alongside the Wild and Scenic Clarion River and Little Toby Creek. This railway was instrumental in harvesting the huge hemlocks in the area. The wood was used for lumber and the bark for tanning. Today, the trail features two main trailheads with parking, located in Ridgway and Brockway. The trail runs thru Pennsylvania State Game Lands #44 and #54 and is used for hunting and fishing access by people of all ages.

While traveling this trail on foot, bike or skies, you may meet locals, visitors or even those from around the world. This trail is a draw to our rural communities and adds a level of economic development. These same visitors enjoy the local restaurants, bars, hotels and markets. They visit our art and antique shops. They leave with a sense of peace in discovering a part of the PA Wilds and hopefully return to experience more.

Our 14 member, all-volunteer board meets monthly to plan fundraising efforts, coordinate hundreds of hours of trail maintenance, and work toward expanding the trail for future generations to enjoy.
